Concesión y conflicto en torno a las aguas del río Tepotzotlán, 1888-1904

En México el 5 de junio de1888 mediante la expedición de la “Ley sobre vías generales de comunicación” el gobierno federal inició un proceso de centralización y control del recurso hídrico, lo cual afectó el disfrute que los usufructuarios habían tenido durante décadas o siglos. En este contexto, se pretende analizar la resistencia que los pueblos de Tepotzotlán y el propietario de la hacienda de Xuchimangas mostraron hacía el otorgamiento de una concesión de aguas, en la que la Secretaría de Fomento concedió a Andrés Julián el derecho de aprovechar las aguas del río Tepotzotlán para generar fuerza motriz.

In Mexico, on June 5, 1888, through the issuance of the "Law on general communication routes", the federal government began a process of centralization and control of the water resource, which affected the enjoyment that the usufructuaries had had for decades or centuries. In this context, it is intended to analyze the resistance that the towns of Tepotzotlán and the owner of the Xuchimangas farm showed towards the granting of a water concession, in which the Ministry of Development granted Andrés Julián the right to take advantage of the waters of the Tepotzotlán River to generate motive power.
