Abstract
RESUMEN
El presente artículo tiene por objetivo presentar el rol del Estado moderno, resultado de transformaciones y acontecimientos históricos, que han llevado a entender que la Inversión Privada actualmente es un elemento que le permite, con las condiciones que hoy se han creado, a promover el desarrollo del país. El inversor privado hoy ya no es visto, o mejor dicho, no debe ser visto como un rival que sólo le interesa obtener un beneficio a costa del consumidor o usuario.
Hoy es un colaborador del desarrollo, no desinteresado, pues por la inversión que realiza y que el Estado no
puede o decide no hacerlo, tiene derecho a un beneficio razonable, acompañado de una responsabilidad social propiade encontrarse en el campo de los Servicios Públicos que es el caso materia de esta investigación

ABSTRACT
This article aims to present the role of the modern state which is a result of changes and historical events that have led to understand that actual private investment is an item that allows -with the today´s conditions that have were created- to promote the country development.
Currently, the private investor is no longer seen, or rather, should not be seen as rival who is only interested in making a profit at the expense of consumer or user. Nowadays, this actor is a development partner, not disinterested, because the invest made -and which the state can not or decide not to do it- has right to get a reasonable profit, accompanied by a social responsibility of finding itself in the field of the public utilities which is the subject of this research
