Governance in times of covid-19: comparative analysis between Colombia and Venezuela

Abstract
This scientific article reveals the partial results of the formative research project entitled: socio-legal impact caused by Covid-19 on the governance of American countries, carried out by students assigned to the Andrés Bello Research Group of the Rafael Wenceslao Núñez Seedling Plant Moledo, Rafael Núñez University Corporation, Barranquilla. This study analyzes the governance decisions between the countries of Colombia and Venezuela, in order to make visible the actions carried out by the governments to face the health crisis; It is important to mention that Venezuela has been going through economic, social, political, and migratory problems for several years, and the pandemic caused by covid-19 has been an aggravation of this problem. For the elaboration of this writing, we started from a hermeneutical paradigm, a descriptive level, theoretical review and the application of surveys, in order to obtain a citizen perspective of social and economic needs.
