Abstract
RESUMEN
En la primera parte del presente artículo, se hará una pequeña pero ilustrativa reseña del origen y desarrollo de
los servicios públicos en el mundo occidental moderno, así como de su vertiginosa y dinámica regulación jurídica de
hoy. Posteriormente, en una segunda parte, se plantearán los serios problemas que se tienen a la hora de interponer y
gestionar un reclamo por algún defecto o problema en la prestación de los servicios públicos de telecomunicaciones
en la realidad peruana. Y en la tercera parte, finalmente, se indicará los múltiples beneficios que se podrían obtener o
reportar de la puesta en marcha de cada una de las recomendaciones que el autor ha planteado a toda esta
problemática, cuyo fundamento se recopila en gran parte a la experiencia y reflexión hecha en el acercamiento diario
que ha tenido con público usuario.

ABSTRACT
In the first part of this article, there will be a small but illustrative review of the origin and development of public
services in the modern western world; as well as, its vertiginous and dynamic legal regulation of today.
Subsequently, in a second part, we will consider the serious problems that we have at the time we file and conduct a
claim for any defect or problem in the provision of public services of telecomunications in peruvian reality. And, in
the third part, finally, we will indicate the multiple benefits that we can obtain or report from the initiation of each of
the recommendations that the author has formulated in all these difficulties in which fundaments are gather together
principally from experience and reflection made in diary approaching to public user.
