Abstract
RESUMEN
En el contexto contemporáneo, sobre la gubernamentalidad en Medellín surgen diversas preguntas sobre los planes de gestión y diseño de políticas públicas, entre los cuales destaca el plan de presupuesto local y participativo como una mención importante de reivindicación social y de atención de contexto de los tradicionalmente excluidos, así se parte del análisis de las condiciones de la comuna 13 como un ejemplo explicativo en el que planes de gobernanza local tomen la formación subjetiva y la problemática social para transformarlos en presupuestos de apropiación política que permitan plantear nuevos ejes sociales sobre una re-significación de democracia y ciudadanía en el marco de la necesidad renuente de políticas públicas desde y para la comunidad como medio de autogobierno.

ABSTRACT
In the contemporary context, governmentality in Medellin emerge several questions about management plans and design of public policies, among which local budget plan and participation is an important mention of social demands attention to the traditionally excluded, this analysis parts from the conditions of the Comuna 13 as an example for explanation in which local governance plans take training subjective and social problems to transform them into political appropriation budgets that allow raising new social hubs on a re-signification of democracy and citizenship in the context of reluctant necessity of public policies from and for the community as a means of selfgovernment.
