Rehabilitation and social reinsertion a chimera for the deprived of liberty

Abstract
This research is important, because the law is a science that ensures respect and practice of human rights in daily living; in criminal matters one of the sanctions established in the legal norms is the deprivation of liberty; The confinement as a form of punishment is fulfilled in a Social Rehabilitation Center. The lack of policies appropriate to the needs of prisoners, resources and professionals trained to exercise and implement processes of comprehensive social rehabilitation, prevent the objective of reintegration into society. The agencies in charge of prison policies should direct their interest to this social problem, applying what is established in our Constitution, International Human Rights Instruments and Integral Criminal Organic Code, avoiding recidivism, fostering a better harmony in social life. The objective is to create a procedure for the certification of work activities that justifies an adequate rehabilitation of the prisoners in the Chimborazo Social Rehabilitation Center. The research is bibliographic and field. It is concluded that what is established in our Constitution, International Human Rights Instruments and the Comprehensive Organic Criminal Code is not complied with because adequate rehabilitation and social reintegration is not provided. The result is to establish compulsory programs of permanent comprehensive professional education and training for persons deprived of liberty guaranteed by means of a certificate.
